Health & Safety laws for working in a car park?

If my employer asks me to go do something in the car park whether it be tidy up the trolleys or help a customer load their car should they provide me with a high visibility jacket and/or steel toe capped shoes?

I work at Makro part time on the tills at the weekend. I’ve recently been in trouble over refusal to go out and do things in the car park. One was doing trolleys, the other was helping a customer load.
I spoke to a friend about it all and my friend raised the point of “was I provided with any safety equipment?”
In my company induction it does say that Makro is very safety orientated. But I thought if I was asked to go out in the car park as an empoyee I should have been given the correct safety equipment.
